At Adelante, we are seeking a Business Development Manager to drive new business growth and expand our presence within the UK Local Government sector. As a key part of our team, you will work with a loyal customer base while playing a pivotal role in securing new opportunities.
We are looking for an experienced, hands-on candidate with a proven track record in public sector sales, a strong understanding of procurement processes, and the ability to manage bids, tenders, and RFIs. Additionally, you will be responsible for reporting and presenting data to senior management, contributing to the overall commercial strategy.

Required Skills and Experience
- A minimum of 5 years of experience in public sector sales, with a strong network and a deep understanding of public sector procurement processes
- Proven track record of winning and managing large contracts, particularly within local councils
- Demonstrated experience in strategic and consultative selling, with a focus on client needs and delivering tailored solutions
- Expertise in pre-tender engagement, bid support, and full bid management for government contracts
- Strong ability to present data, including sales forecasts and performance reports, to senior leadership
- Experience with managing and reporting key KPIs, alongside taking ownership of the bid process and contract renewals
Key Accountabilities
- Identify and secure new business opportunities within the UK local government sector, driving revenue growth and expanding market share
- Build and maintain a robust pipeline of new business and contract renewal opportunities
- Produce monthly sales and opportunity value (SOV) reports and forecasts for the Group Finance Manager and Divisional Director
- Contribute to sound commercial decision-making, ensuring competitive and well-aligned proposals during quote preparation
- Lead and manage the entire tender and procurement process, including bids and RFIs, ensuring compliance and securing local government contracts
- Develop and maintain long-term relationships with senior decision-makers within local councils, positioning Adelante as the preferred partner
- Take ownership of the bid process and work diligently to re-contract with existing customers, ensuring long-term retention and successful contract renewals
